The development of Albanian cities in the period 1945-1990 should be understood in close connection with the political regime,
social and economic of the time. The main task of urban planning at that time was to draft special plans and studies
urban planning, which had to adapt to the new demands of socialist society. Based on this philosophy, construction and
city ​​planning was closely related to these factors:
• Development of productive forces,
• social system,
• the degree of development of culture and construction technique,
• geographical factors
The city is seen as a socio-economic community born of the development of productive forces and the deepening division of
social work, neglecting the forms of its development as political, commercial, strategic or defensive formations. Thus, as
historical category, the city changes along with the development of productive forces and relations in production.
This is the main axis of development and the form of planning of the cities of Albania in the years 1945 - 1990. According to this opinion
ideological and philosophical regulatory plans were drafted, on which all developments of cities and residential areas were based.
